Description:

Using pgAdmin version 1.18.1 (Jul 22 2014). Select user function for
debugging and open dialog to enter arguments. Enter some russian text into
function argument grid, for example "русский текст". When pressing OK,
debugger does not accept input and asks to enter this argument again.
