Aurora PG based on PG 13.4

Our create concurrent index on a very large partitioned table (5 billion rows) waits in Lock: Speculative token.

Never seen this error in PG. Google search also shows nothing.

Is this Aurora thingy ? If this is PG related I can provide full details.
