This is a known issue with the current version of the PostGIS
installer. Previous versions of PostgreSQL (< 8.3.6) didn't use
libiconv-2.dll so the copy always succeeded.

Just hit the 'Ignore' button (and possibly on libintl-3.dll as well)
and everything should work fine.
