Can you provide output from given queries,

• SHOW SERVER_ENCODING; 
• SHOW CLIENT_ENCODING;

and also provide pgadmin4 log file just after re-producing the issue?

Log location: C:\Users\yourUserName\AppData\Roaming\pgAdmin
