My windows system type is 64 bit. Also the latest pgadmins version is not supported by windows version.

I am able to install and launch pgadmin successfully on Windows Server 2019. 

What is your system type? Are you using 32 bit? pgadmin does not support 32 bit systems.

Kindly upgrade to latest 8.3 which can be downloaded from here.
