More or less, but to move things forward I think you're going to need
to prune the proposal. The attached patch is probably not going to be
accepted in its current form.

My $0.02: of your numbered solutions,
1) (update the message to match reality) seems to have consensus,
2) (switch from warning to error) might be workable as an alternative
-- I'm +0.5 now; doesn't look like anyone's really "against" it yet,
and
3) (allow group permissions) needs more supporting evidence before
it's likely to get interest.
