Hi,

Commit 7f5b19817e introduced the PGLOADBALANCEHOSTS environment
variable for connection load balancing in libpq. However, I found that
documentation for this variable was missing.

Attached patch adds documentation for PGLOADBALANCEHOSTS environment
variable in libpq.
