Are you saying that, you are not able to connect PG 8.0 server with pgAdmin. If so, what kind of error message you are getting. Please update with information required.

Are you able to connect from "psql" client.
Could you test the same with psql. If it's not able to connect, then please consult your database administrator. If it's able to connect then there might be problem which we need to figure out.

I believe, "template0" don't allow any connections from either psql or pgAdmin or any other tools. If you are able to connect from psql and not able to connect from pgAdmin, then try the below steps for a non "template0" database.
1. File->open .pgpass
2. Uncheck if you have any option enabled for the server, which you are trying to connect.
3. Connect to the server with the password.
