I was envisioning an action in the beginning of the EXCEPTION clause,
viz

exception_sect  :
                    { $$ = NIL; }
                | K_EXCEPTION
                    { push vars into namespace here }
                  proc_exceptions
                    { $$ = $2; }
                ;
