Did you forget to install cygipc?  If so, you can download it from:

    http://www.neuro.gatech.edu/users/cwilson/cygutils/V1.1/cygipc/

Please read the FAQ at:

or the README that is most likely already on your disk:

    /usr/doc/Cygwin/postgresql-7.1.2.README

BTW, why aren't you trying to use the pre-built 7.1.2 that is part of
the standard Cygwin distribution?
