Specifically whoever is responsible for:
  convert(xxx using windows_12xx_to_utf_8)

Helped me out of a hole last night.

Now if only someone can invent an anti-stupidity pill to help me realise that
data imported from a windows machine might well be in a windows_xxx character
set...
