In the past, instances of this error point to an incompatible:

Microsoft Visual C++  Redistributable Package

You do not say what version of psqlodbc you are using, but here is a
suggestion for the most recent version,  psqlodbc_09_03_0300 from this post:

That version was built against an older version (2008 I believe) of the
C++ Redistributable Package, which was probably on his machine. There
has been some talk amongst the psqlodbc developers on how to deal with
that going forward. Not sure where that is at the moment though?
