No time to moderate

Dear colleagues,

I regret to say that I have not been performing my moderation duties
properly lately, and I have little prospect of starting to do so soon.
Therefore, I think I should resign the responsibility so that people
aren't expecting me to do it.

At least -admin, -jobs, -advocacy, and -bugs.  Also -hackers, I think.
