The documentation describes a User Management Dialog but I can't find it. How do I open it?

A. down click on Login/Group Roles
and you will see all the users and/or roles
OR
B. right click on Login/Group Roles
and you will see the option to Create
Then place the cursor on Create and you will see the
option for Login/Group Role...
and you will see all the users and/or roles

I'm looking for the "User Management Dialog" described here:
I'm trying to manage pgAdmin4 users, not database server users. If I'm understanding correctly they are different, no?

This option is available only if you are running pgAdmin4 in Server mode.

I got it. On Ubuntu 18.04 I have been running pgadmin4 in desktop mode for a long time. Today I "apt install pgadmin4-apache2" but can not log in, nor find the user management dialog. The "apt install pgadmin4-apache2" process did not prompt me for an initial user and password. I removed pgadmin4 and pgadmin4-apache2 and reinstalled and this time was prompted for the initial user & password. Thanks Melvin and Murtuza for your replies.
