PostgreSQL JDBC 42.5.4 Released

The PostgreSQL JDBC team has released version 42.5.4

This release fixes some tests that were failing. Changes in 42.5.3 caused some tests to fail. These failing tests were not noticed in the Github testing workflow. This oversight has been corrected as well. There are no changes to the code. The details can be found in the Changelog
