Hello
on old repo
https://yum.postgresql.org/repopackages/

"If you do not have our GPG keys already, you can download them from
here."
the link 
https://yum.postgresql.org/keys
is down
it show a  404 error

so now after dnf update

repomd.xml GPG signature verification error: Bad GPG signature


maybye there is a link with theese news keys :

There is a link on that page which I think is the one you want:

    https://download.postgresql.org/pub/repos/yum/keys
